摘要：Through an exploratory approach, this paper describes a case with singular characteristics in the Latino American context, analyzing two medium size border international cities: Posadas (Argentina) and Encarnación (Paraguay), both of them affected by the mega hydroelectric project Yaciretá, built by the Yacyretá Binational Entity (EBY), and located in the fast-flowding Paraná River. As a large scale project, the Yacyretá effects generated a particularity in these cities, not only have led to a huge investment in complementary public works, but also it has altered their morphology and generated new spatial rearrangements. The intervention also awoke several processes of renewal and urban regeneration, a situation highly unequal and exclusionary for the popular sectors.
