摘要：The urban problematic has win a long comprehension because the practices what impact, the natural conditions of nature and the human quality of life. The city of Itabuna, locates at south of Bahia, is inserted in this context, where the fast growing population plus the process of migration country city, afforded 97% of its population had leaved in the cities. In the urban organization dominates a geographic becruty-spot of soil use and occupations below daugerous environmental conditions and subnormality of house. This work objected analyse environmental project and urban administration in that atry putting the accenton in research about recent political and instrument used by public sector, looking at the organization of urban soil. The informations of this research show a apartness condition of urban project and the quasi-inexistence of effective actions of the environmental in the city.
