摘要:This paper reflects on one of the key subjects in nineteenth-century Spanish-American politics: the role of civil-military forces, particularly the National Guard, in the electoral process and its effects on the creation of political citizenry. Special attention is paid to Argentina in the 1860s and 1870s, exploring how the laws and institutions defined and specified the relationship between enlisting in the National Guard and exercising the right to vote. This is done by studying the legislative debates that took place prior to the National Electoral Law of 1863 coming into effect, as well as those pertaining to the electoral reforms of 1873 and 1877, in addition to the changes in electoral legislation and the influence of Domingo Faustino Sarmiento’s thoughts on the aforementioned processes.
