  • 摘要:Composting is a good solution to reduce solid waste because (1) the technology process is easy to implement, (2) the organic compositor from domestic solid waste is high enough (about 70%) in Indonesia, (3) abundant raw material, (4) could be applied in any production scale, and (5) have high potential market. To assist composting producers in developing their business, the global Environment Facility (GEF) Western Java Environment Management Project (WJEMP) have launched subsidy program since 2003 for composting location in Banten, DKI Jakarta and West Java provinces and distributed to 45 producers, which is from big scale, medium scale and small scale producers. The objectives of this study are (1) to analyze the technical and financial feasibility since the producer accepted the project until the project is completed, (2) to know the enterprise external environment factors which affect the continuity composting producers, (3) to know the internal environment factors, particularly the company readiness in operating the investment subsidy program, (4) to know the producers response on subsidy program, (5) to know composting business sustainability. Based on the investment analysis of selected producers, all the enterprises are feasible in the subsidy period time (9 years), which is indicated on the value of Net Present Value (NPV) is positive and Benefit Cost Ratio (B/C Ratio) is more than 1. However, if the subsidy is not deliver smoothly form the subsidizer or stooped, the small producer will be collapsed due to the cost production higher than the market price. And based on the producers response to the continuity in compos production because of their motivation to operate their enterprise based on the business principle point of view. On the other hand, producers have a wide conscious on the declination of community, because their process do not have any waste water treatment. Based on Strengths, Weaknesses, Opportunities and Threats (SWOT) analysis, the strategy to maintain the sustainability of compost producers is by (1) using compost association as the media to promote and expand market, (2) cooperating among producers to increase quality and proper price, (3) market penetration by promotion of compost comparative superiority to chemical fertilizer, (4) to maintain the community trust that the composting process can give solution to the domestic solid waste problem.
