摘要：The purpose of this study attempted to understand possibilities and constraints topopular engagement of institutions have involved in PELC/Campinas, especially inthe social control and knowledge to do tools for this aims. The ethnographic was ourmethodology, because we understood that only macro structural perspective couldn’texplain the situation, we considered the practice conception from each group. Thus,our priority has understating the tradition of each institution with popular participation.We has known that for the effective social control the institutions needs to change themanichaean, assistentialist and patrimonialist concepts. Yet, we explained the criteriato choose the formal social control institution.
