摘要:This study aims to prove the need to adopt the Initial Student-Quality Cost (CAQi) as the Fund for the Development of Basic Education and Appreciation of the Teaching Profession (FUNDEB) annual minimum amount per student. Based on the productions of Pinto (2003; 2006; 2014; 2015), Monlevade (2014), Davies (2006), Gouveia and Souza (2015), Jesus (2012) and Ximenes (2013, 2014), among others, it addresses the way of calculating FUNDEB’s minimum student/year amount from the estimate of its revenue. It indicates the need to adopt CAQi as the minimum annual amount for FUNDEB, in accordance with the current legislation and the National Education Plan (PNE), until CAQi’s implementation is possible. It introduces the reserve of possible in the right to education, clarifying that the minimum amount currently used in FUNDEB is linked to the available budget. It is concluded that it is impossible to claim the reserve of possible for the setting of FUNDEB’s annual minimum amount per student, being necessary to adopt CAQi as a parameter, as it is the portion related to the existential minimum.
