摘要：Le Parc Naturel Marin de Mayotte a été créé en janvier 2010 à l’issue d’un processus rapide. Répondant à un intérêt général environnemental, comment cette initiative nationale s’est-elle ancrée dans le territoire, autour de la construction d’un projet de développement durable territorial et de la territorialisation de l’intérêt général moteur du projet ? Qu'est-ce qui fonde l’acceptabilité sociale du projet ? L’analyse du processus de construction du projet, puis des controverses mises en avant par les parties prenantes permet d’identifier des biais et fragilités dans la construction d’un intérêt général territorialisé. L’analyse est centrée sur les transactions fondatrices de l’acceptation du projet, le différentiel d’appropriation du projet selon les acteurs, la hiérarchisation des acteurs et enjeux, les biais de représentation au sein du « parlement de la mer » que constitue le conseil de gestion du parc, les enjeux et l’effectivité de la construction de nouvelles proximités organisées autour du parc. Nous en tirons des enseignements méthodologiques quant à la pertinence de la grille d’analyse employée, puis opérationnels quant aux moyens à mettre en œuvre en matière de concertation : celle-ci devra être ciblée sur des interfaces et fractures entre acteurs ancrés dans des mondes distincts.
其他摘要：The Mayotte Marine Nature Park was established in January 2010, after a very rapid process. Responding to an environmental general interest, how did this national level initiative take root in the territory, based on the construction of a territorial sustainable development project and the territorialisation of the general interest driving the project? What is the basis of the social acceptability of the project? The analysis of the project construction process and controversies highlighted by stakeholders allow identifying biases and weaknesses in the construction of a territorialised general interest. The analysis focuses on the founding transactions of project acceptance, the differential of project ownership depending on the players, prioritisation of stakeholders and issues, the bias of representation on the "Sea parliament" that is the Park Management Board, the issues and the effectiveness of the construction of new organised proximities around the Park. We draw methodological lessons from this for the adequacy of the analysis grid used and subsequently operational experience on the means to implement for consultation, to target interfaces and fractures among actors rooted in distinct worlds.
