摘要：Governments are investing more and more in the health sector given its importance and its impact on other vital sectors [1]. This sector has also witnessed a development at the level of disciplines, specialties, equipments, as well as the level of new information technologies which are mainly used to enhance health care. In addition to the integral solutions provided by industrial actors, scientific research has proposed several approaches to implement health information systems (HIS) within health institutions. Some of these approaches have been translated into the form of Frameworks whose integration was subjected to successes and failures. One of the reasons that lie behind these failures is due to the problems encountered when trying to apply a system that works in one country to another and applying public sector HIS to the private sector [2]. Furthermore, some health organizations have put forward standards and recommendations that are to be taken into account and applied in the sector [3, 4]. The aim of this paper is to propose a new approach based on an enterprise architecture model [5]. The basic concepts of this approach gives more possibilities for governments to implement a HIS which goes in line with the recommended health standards while respecting the various functional, technical and architectural system requirements for both private and public hospitals.
