摘要:The use of the internet in the 21st century is indisputable to the people worldwide. People have become dependent on the internet�s connectivity to conduct business, share information, and collaborate. Yet, some people use the internet as an avenue for illegal activities such as breaking into other people computers or networks, damaging and stealing information, and blocking or denying legitimate users from services they subscribed. Actually, these illegal activities are made possible because the internet is based on all end users being trusted to act appropriately [20]. Nevertheless, security experts have suggested in some researches that Internet Service Providers (ISPs) should be called to the chain of security responsibilities because they believe that ISPs are in suitable position to protect (police) the internet. They argue that ISPs control the gateway through which internet security breaches pass to their customers. Moreover, they consider that ISPs can use advanced technologies to detect illegal activities. In addition, ISPs have broader knowledge of cyber threats that affect internet users and businesses. The purpose of this paper is to review literatures on the responsibilities of ISPs in securing their customers� network, and find out whether there are legal provisions, or liabilities that are bindings on the ISPs to provide security for their customers. The questions here, are ISPs responsible for end users� network security? Are there legal provisions binding ISPs to provide the network security to their subscribers? In addition, what are the recommended security considerations they should be responsible to provide?
