摘要：The author of the article examines the legislative provision of the educational process in general and civic education in particular in such countries as Ukraine and France. Conditions, trends and problems that take place in the process of legal basis establishment for functioning of educational institutions in these countries are analyzed. Special attention is paid to the laws and regulations that govern the activities in primary schools.
