摘要:The subject of the research is the human capital as intangibleresource at macro level in European countries. The aim of theresearch paper is to propose expanded concept of humancapital differentiating it into three dimensions (qualitative,quantitative and value orientation) and empirically apply thisconcept for European countries. In the research paper, it isbelieved that classical understanding of human capital asskills, knowledge and educational attainment is incomplete.The values and attitudes are embodied in individuals the sameas skills and knowledge. Having high level of educationalattainment can be treated only as necessary but not sufficientrequirement for human capital’s value growth. It is assumedthat value orientation is complementary for human capitalvalue creation. To assess these relationships the compositeindicator methodology has been applied. The results revealedthat societies with higher qualitative dimension of humancapital possess with more tolerance, more openness fordifferent individuals with various cultural backgrounds, trustpeople more and are more motivational. The strong andpositive relationship has been identified between these twodimensions. Scandinavian and Western European countriesscored the highest points. Meanwhile Eastern, Central andSouthern European countries were categorized as countrieswith low and very low scores. The conducted research pointsout the benchmark group of the level of accumulated humancapital and lies strategic orientation for policy makers. It isessential and critical to understand the significance ofexpanded human capital concept as a key factor for economicdevelopment especially in the context of knowledge basedeconomy.
