摘要:http://dx.doi.org/10.5007/1980-3532.2016n15p69 The objective of this paper is to present a critical analysis about the Brazilian higher education policy which was under the Lula government. The methodological procedures used in this study were treated, in addition, a bibliographical and documentary study, with a method of analysis to Marxist dialectics to understand the reality as a synthesis of multiple determinations, thus seeking to grasp the object from its complex. Thus, we find that the higher education policy plays an important role in the government's agenda to identify this level as a promising niche market for profitable extraction. Thus, higher education is no longer a right "fully" social to be converted to the service sector, more specifically the "educational services".
