摘要：This article intends to show, given the economic and social contexts of the Tocantins state, a methodological discussion about how a strategic development plan was development. Composed by twenty tree municipalities Tocantins’s Southeast Region has been traditionally characterized by its insulation and low demographic density. But during the last decade, this Region has presented an intense process of socioeconomic transformations. Those changes have created new challenges to the public policies and also to the local society, In this way there was a demand to apply a planning tool what was not only directed to sort out problems but also to assure quality of life for their actual and future inhabitants. In sum, among others aspects, the plan´s methodology also concerned to integrate some concepts such as sustainability and regional management process.
