摘要：Primary Care is characterized by a set of health actions, both individually and collectively, promoting and protecting health, disease prevention, diagnosis, treatment, rehabilitation and health maintenance. In this sense the innovations play a differential response to health needs, increasing changes in system organization and service to the community. This study aimed to analyze the innovations in product, process, marketing and organizational UBS in five of Pelotas / RS in the period between March/2011 to March/2012. As a data source was used semi-structured interviews with managers of each unit, seeking information about their health care using the instrument Primary Care Assessment tool - PCATool, and on innovations based on the Oslo Manual (2005). After collected, the data were analyzed qualitatively through content analysis. The results showed that there are still gaps in the care process, such as guaranteed health care and also about the accessibility and comprehensiveness assitencial. In relation to the innovations made, were found forty-five innovations in the UBS in the period analyzed, and the process kind were the majority. Innovations are driving the changes and improvements in all aspects of APS in this 5 UBS, corroborating effectively to the recommendations by the Health Ministry to offer health services with Equity, Comprehensiveness and Universality.
