摘要：Energy security is discussed as a multi-dimensional and complex category displaying features of a public good. Such an approach to energy security indicates that there are complex interdependencies between sector entities, consumers and public administration. The purpose of the paper is to identify and analyze relations between energy security and the policy of the state aiming at satisfying consumer demands. The key role here is played by legal and institutional regulations which have impact on all the defined dimensions of energy security.
