摘要：توسعه در حوزههاي اجتماعي، از جمله دغدغههاي پيشروي هـر جامعـهاي اسـت كـه
توجه بسياري از صاحبنظران و محققان را به خود معطوف كرده اسـت. در عصـر اطلاعـات بـا
وجودي كه فناوريهاي اطلاعات و ارتباطات، لايههـاي مختلـف جوامـع را در هـم نورديـده و
تأثيرات شگرفي بر آنها داشته، متأسفانه پژوهشهاي اندكي با ديدي كلاننگر بـه مطالعـه ايـن
تأثيرات پرداختهاند. بدين منظور پژوهش حاضر در تلاش است تا به شناسايي و تبيـين تـأثيرات
گسترش و نفوذ فناوريهاي اطلاعات و ارتباطات بر توسعه اجتماعي جوامع بپردازد. مقاله پـيش
رو، بخشي از يك پژوهش كيفي با رويكرد دادهبنياد (گراندد تئوري) است كه در آن تعداد هجده
نفر از صاحبنظران حوزههاي سياستگذاري عمـومي، فنـاوري اطلاعـات و علـوم اجتمـاعي از
طريق روش نمونهگيري هدفمند و گلوله برفي انتخابشده و در مطالعه شركت كـردهانـد. داده-
هاي پژوهش به روش مصاحبه نيمهساختاريافته جمعآوري شده و همچنين از روش مقايسـهاي
مداوم استراوس و كوربين براي تحليل دادهها استفاده شده است. يافتههـاي پـژوهش حـاكي از
آن است كه گسترش و نفوذ فناوري اطلاعات و ارتباطات در جوامـع از طريـق تأثيرگـذاري بـر
سطح انتظارات عمومي و ياري رساندن به شهروندان براي كسب شايستگي و تسهيل در ايجـاد
تغيير و تحول در نظام اجتماعي جوامع، بر فرآيند توسعه اجتمـاعي جوامـع تأثيرگـذار اسـت كـه
مشروح هر يك از آنها در اين نوشتار تبيين شده است.
其他摘要：Development in the social aspects of each society is a very important academic and practical field. In the information revolutionage, information and communication technologies are penetrating all levels of societies and have catalyzed the process of development in every country and encourage many scholars to study how these technologies affect the social, political and economic aspects of each society. This study examines the effect of ICTs penetration on social development, as an important component of the process of development. In this paper, in order to explore the effect comprehensively, the interview method and qualitative approaches such as grounded theory are used. Eighteen scholars in the fields of social science, public policy and information and technology were interviewed to investigate how ICT affects the social development. The results of the analyses of the interviews were categorized into three mechanisms: making competency, increasing public demands, and making changes in social institutions. The explanation of each factor regarding the effects of ICT on social development is discussed. In the end, some ideas for further research are presented.
