摘要：Library materials held by national universities are under the application of Buppin Kanriho (Goods Admistration Law) of 1956. First, external forms of books and journals as goods are characterized, next, books with function of information media are tried to be differentiated from other goods. Finally, an inappropriateness of an application of the Law to books as library materials are examined.
