摘要：In international law, not all the crimes committed by individuals can be held accountable in the International Criminal Court. Until now, the crimes committed by the individual to the environment, which obviously have an impact internationally, still can not be categorized as an international crime, especially against perpetrators of forest and land fires. So it is necessary to define the concept of accountability of individual perpetrators of forest and land fires under the authority of the International Criminal Court.
