摘要：II. Mahmud 1832 yýlýnda daimî elçiliklerin yeniden tesis sürecini baþlattý ve Avrupa baþkentlerine elçiler gönderdi. Bu çalýþmada, söz konusu süreçte elçiliklerin yazýþma sistemi gibi þimdiye kadar üzerinde yeterince durulmamýþ önemli bir konu arþiv malzemeleri ýþýðýnda açýklanmaktadýr. Bu çerçevede elçiliklerin yazýþma sisteminin temel parametrelerinin tespitine çalýþýlmaktadýr. Babýâli ve elçilikler arasýnda yazýþmalarýn gerçekleþme biçimleri, özel yazýþmalar, mektuplarýn taþýnmasýnda kullanýlan yöntemler ve güzergâhlar, yazýþmada güvenlik sorunlarý ve þifreli yazýþma gibi hususlar ortaya konulmaktadýr. Çalýþmada ayrýntýlý bir þekilde bilgi verilen diðer bir konu ise Osmanlý elçilerinin merkezle yaþadýklarý iletiþim sorunlardýr. Bu çerçevede Osmanlý elçilerinin raporlarýndan elde edilen bilgiler ýþýðýnda ortaya çýkan aksaklýklar ve bunlarýn hangi biçimde çözüme kavuþturulduklarý örneklerle açýklanmaktadýr.
其他摘要：Mahmud II has restarted the Ottoman permanent embassies since 1832 and ambassadors were sent to European capitals. This paper attempts to shed light on a slightly concerned issue of correspondence system between ambassadors under the auspices of archive sources. In this respect, the fundamentals of ambassador's correspondence system are illuminated and the issues such as types of correspondences between ambassadors. Sublime Porte, private correspondence, the methods used to carry letters and itineraries, security problems during correspondence and crypto- correspondence will be regarded as well. The article also gives in-depth information on the problems of Ottoman ambassadors vis-a-vis the central authority. Within this scope, the problems and the types of solution methods will be explained by examples in line with the information obtained from the reports of Ottoman ambassadors.
