摘要：This paper describes a public consultation initiative in Quebec for the authorization of pig farms. This participation method was implemented by the regional government after numerous objections from residents about their possible negative impacts on health and the environment. The consultation sessions take place at the local level; they do not target all risks, but focus mainly on noxious odors. The results show that although in some cases the consultation takes place calmly, more heated sessions are also noticed. Several factors govern these situations but one major issue appears clearly in the analysis: the lack of tolerance in discussion and in decision-making. The consultations can thus cause or aggravate tensions within the community. A possible solution would be to take social impacts into greater account in decisions to authorize pig farms.
