摘要：زمینه و هدف: یکی از مهمترین مسایل در سیستم های مدیریتی ارزیابی شاخص های عملکرد است که لازم است بدرستی انجام گردد. در سنجش عملکرد قضاوت های کیفی و شخصی ارزیاب ها می تواند در دقت ارزیابی اثر گذار باشد. این تحقیق با هدف تعیین شاخص های عملکرد واحد HSE در صنایع ذوب می باشد. روش بررسی: در این تحقیق با استفاده از 7 خبره شاخص های ارزیابی عملکرد واحدهای HSE در صنعت ذوب مشخص شد. سپس با استفاده از ترم های زبانی فازی وزن شاخص ها بدست آمد. با استفاده از وزن های نرمال شده بدست آمده یکی از بزرگترین واحدهای صنعت ذوب مورد ارزیابی قرار گرفت. یافته ها: نتایج این تحقیق نشان داد که در سیستم HSE بالاترین اهمیت مربوط به برنامه کنترل بیماری ها با 057/0 در حوزه بهداشت و کنترل خطرات حریق 062/0 در حوزه ایمنی و کنترل آلودگی هوا با ضریب 054/0 در حوزه محیط زیست می باشد. همچنین نتایج نشان داد که بیشترین علت کاهش عملکرد مربوط به شاخص های بهداشتی و محیط زیست بوده است. نتیجه گیری: نتایج نشان داد که سیستم های مدیریت HSE می تواند در کوتاه مدت روی اکثر شاخص های عملکردی در حوزه ایمنی اثر بگذارد در حالی که در خصوص شاخص های بهداشتی و محیط زیست نیاز به زمان های بیشتری برای اثر بخشی سیستم HSE دارد.
其他摘要：Background and aims: Assessment of performance indicator is one of the most important issues in the managerial systems that should be done in a correct way. The accuracy of the assessment is influenced by the assessors' judgment. This study was done in order to determine pattern of assessing of HSE unit performance in the steel industries. Methods: In this study, 7 experts were defined indicators for assessing the performance of HSE units in the steel industry. Then, the weights of the indicators were obtained by fuzzy linguistic terms. Then, one of the largest steel industries was assessed by using normalized weights of the indicators. Results: the results of this study showed, that the most important index in Health domain is occupational disease control program (0.057) and the most important index in safety domain is fire hazard control program (0.062) and in Environmental domain was air pollution control program (0.054). Also, the results showed that the most common causes of reduced HSE unit performance were related to health and environment domains indices. Conclusion: Results showed that the majority of safety indicators were influenced by HSE Managerial Systems in the short term; however, this system needs more time to show its efficacy in the Health and Environmental domains indicators.
