摘要:Publicly subsidized employment with contributions to social security is an instrument of active labour market policy offering the opportunity of social participation particularly for long-term unemployed persons lacking realistic chances of labour market integration. To address the proper target group it can be considered crucial to carry out a careful allocation and keep the absolute number of participants relatively low. This seems to have been the case within these pilot schemes: An impact study based on comparison groups finds no significant lock-in-effects during participation and shows that the participants can be regarded as particularly difficult to place even among the long-term unemployed. Furthermore, as can be shown by means of an implementation study applying quantitative and qualitative methods, socio-pedagogical support during participation helps stabilizing the personal situation of its participants. At the same time it turns out that the approaches to implementing this pedagogical support within the organisations vary strongly and directly influence the nature of this kind of service.
