摘要：One of the main causes of the economic crisis in Russia is the poverty of a considerable part of the Russian pop- ulation. The authors suggest a number of social and economic measures that must be implemented in the framework of anti - recessionary economic po licy (wage increase, return to free health care, budget increase for social benefits, the introduction of a progressive scale of personal income tax, etc.). It requires a certain direc- tion of fiscal and monetary policy.
