摘要：Far opposition to the 'Dipfomacy for the Peace' that characterized the conserva tive president's foreign polic y Andrés Pastrana ( 1998-2002), the liberal gov ernment of Áfvaro Uribe (2002-2006) it de velops a 'Diplomacy of Defense' based on three big variables: good oc cupations, política/ supports and stra tegíc-mifitary operations with tangible results. Facíng a critica/ variable - the humanitarian problem as 'check of Achilles' -, these three variables are developed cornbining the fundamental visions of the security pragmaticall y centered in the military aspects - with the complementary visians of the secu rity - focused in the responsibility of pro tecting, the human securít y, the human de velopme nt and the d emocratic gobernabilit y - conforming this way an evolutionarv square by means of which intends to evaluate the weight of the internationaf dynamics in the develop ment of the conflict armed in Colombia.
