摘要:A conceptual framework far the treatmen tof the international terrorism problem in the contemporar y worfd is developed in this article. Sorne considerations over the 'permanent state of crisís' experienced as a characteristic of the Global System, and over the capacit yeach state has to regulate crisis and conflict and todeal with complex political emergen cies are being made. The operabilit yo fo perational programmes apd the response to terrorist threats is analysed from a neo-realist pers pective. The author introduces sorne other considerations he considers ap pro priate to deal with crisis and the phases that follow such crisis, including issues of interna/ and externa/ legitimacy. He final/ y adds sorne other considerations of the e volution of the strategíc balance at the global level.
