摘要：Like all metadata, the information about data governance, specifically here the rules and rights for usage, is important for users to have readily available in an understandable format. This paper will discuss some issues involved with licensing and redistribution of data, summarize how those issues are handled by some widely-used metadata standards, and outline how data managers at the Federal Reserve Board are building a metadata structure to capture the redistribution information they need to properly support the work done by economists at the US central bank.
