摘要：Los proyectos de desarrollo del patrimonio cultural se realizan en ciudades patrimoniales para salvaguardar el legado cultural inmaterial que poseen; a estos proyectos se les destinan recursos financieros. Existe la necesidad de evaluar si esos proyectos son eficaces en el desempeño de los objetivos trazados. En este artículo se proponen indicadores para evaluar la eficacia en el proyecto de desarrollo del patrimonio cultural Arlequín, en la ciudad de Camagüey, Cuba. Los métodos empleados para la determinación de los indicadores fueron análisis documental de las normas y procedimientos vigentes, la consulta a expertos y el modelo multicriterio en el análisis cualitativo y cuantitativo; también se aplicaron encuestas a pobladores. Se plantean consideraciones sobre el patrimonio cultural y qué lo distingue como intangible; y acerca de los proyectos culturales de desarrollo del patrimonio cultural en la dicha; la eficacia y cómo deben expresarse los indicadores para que ofrezcan la información necesaria para la toma de decisiones. Por último se muestran las características del proyecto de desarrollo del patrimonio cultural Arlequín, los indicadores de eficacia diseñados para este y los requerimientos para su aplicación.
其他摘要：The projects for the development of cultural heritage are carried out with the aim of safeguarding the immaterial legacy of patrimonial cities. Financial resources are assigned to these projects. It is necessary to evaluate the efficacy of performance of the defined objectives. In this paper the financial indicators were proposed to assess the efficacy of the cultural project for the development of the cultural heritage, exactly Arlequín cultural project. The methods used in the determination of financial indicators were the documental analysis of procedures and norms, expert consults and the multicriteria model for the qualitative and quantitative analysis. Considerations about cultural heritage and what it is who distinguish as immaterial heritage; the cultural project for the development of the cultural heritage that are carried out in the Camagüey city; the efficacy and how the financial indictors must be expressed to offer the information needed in the decision making were shown. Finally, the characteristics of the Arlequín cultural project, the efficacy financial indicators designed for this project and the requirements for its application were exposed.
