摘要：The rise of emerging countries and the shifting geography of development have led to important changes in the global development agenda. Significant asymmetries remain regarding national capabilities and responsibilities of each country, but it is necessary to accept the increasingly global and transnational nature of the current development agenda, and the need of dealing with it with a more effective and legitimate collective action. This paper analyse the transition from the Millennium Development Goals (MDG) to the new 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDG). It will examine the conflicting political and normative logics that explain the emergence of the new agenda and the governance of global development; it will identify the major changes of the 2030 Agenda and its features as multilateral rules for global development, as well as the opportunities and risks posed by the SDG for the international cooperation system.
