摘要：Law 11,892 / 2008 created the Network of Vocational, Scientific and Technological Education, composed by the Federal Institutes of Education, Science and Technology, a Technological University, Federal Centers of Technological Education (CEFET-RJ and CEFET-MG) Techniques linked to Universities. Of these modifications the Federal Institutes represent the greatest innovation, with a new institutional matrix. However, we need to look at whether this array is being deployed and what are the major constraints for that to happen. Thus, this text takes the form of a critical essay that addresses the main problems of this new institutional matrix in the perspective of the management of these new federal institutions and their juridical-institutional relations.
