摘要：El Parlamento es la máxima institución en los sistemas democráticos. Su desarrollo histórico refleja la progresiva lucha por alcanzar la representación de todos los ciudadanos. Al ser la expresión de la voluntad popular, la institución parlamentaria se configura como el órgano más importante del sistema político. Sin embargo, el Parlamento ha experimentado un proceso de declive que lo ha postergado a un segundo plano en la vida pública, perdiendo así parte importante de su poder. A ello se une el cuestionamiento de su propia razón de ser por algunos sectores de la ciudadanía. En consecuencia, se pretende analizar este proceso.
其他摘要：Parliament is the highest institution in democratic systems. Its historical development reflects the progressive struggle to get the representation of all citizens. As the expression of the popular will, the parliamentary institution became the most important authority of the political system. However, Parliament has undergone a process of decline that pushed it into the background in public life, thus losing an important part of their power. Added to this is the questioning of its raison d’être by some sectors of the population. Consequently, we intend to analyze this process.
