摘要：El artículo analiza el sistema institucional de participación de la Comunidad de Madrid con la finalidad de constatar si sus diferentes mecanismos formales (marco regulador y órganos estables de participación) cuentan con un diseño institucional adecuado para garantizar el acceso y el poder de intervención de los ciudadanos en aquellos procesos deliberativos que pueden llegar a incidir, de algún modo, en las políticas y los servicios sociales regionales.
其他摘要：This article analyzes the Community of Madrid’s institutional public participation system, to determine whether the different existing formal mechanisms (regulatory framework and permanent participation organisms) have an appropriate institutional design to ensure that citizens have access to, and the ability to intervene in, those deliberative processes that may in some way influence the regional social policies and services.
