摘要：Otema das migrações internacionais é complexo e os fluxos migratórios atuais tem recebido a atenção da mídiae de pesquisadores. Ao mesmo tempo,o migrante, o estrangeiro,ainda é visto como ameaça a segurança nacional. Faz-se necessária uma ampla reflexão que abarquequestões de garantia dos direitos humanos bem como a soberania dos Estados no que se refere àsmigrações. Este trabalho faz alguns apontamentos acerca dos fluxos migratórios na atualidade, dando ênfase especial à situação dos refugiados, tendo em vista a soberania dos Estados, osDireitos Humanoseo conceito de cidadania.
其他摘要：The subject of international migration is complex, with current migration flows attracting widespread media attention and interest by researchers. Despite this, migrants are foreigners who are still viewed as posing a threat to national security. A wide-ranging reflection is therefore required in order to address questions on migration and the guaranteeing of human rights as well as state sovereignty. This article makes several contributions on modern-day migration flows, placing a particular emphasis on the situation of refugees in light of state sovereignty, Human Rights and concept of citizenship.
