其他摘要：In the course of the negotiations for the creation of the Defense Council (CDS), there were two proposals on the table: either to form a collective security alliance, or to establish a flexible forum for cooperation. The aim of this article is to analyze the motives, limitations, and scopes which determined that Argentina opted in favor of the flexible scheme.
