摘要：El cruce de la frontera hacia los países vecinos por parte de ciudadanos colombianos es estimulado por la acción violenta y por violaciones a los Derechos Humanos (DDHH) por parte de grupos irregulares que operan en su territorio y que los obliga a abandonar su entorno. Los desplazamientos desintegran familias enteras. Aunque la legislación internacional es clara respecto a la obligación que tienen los Estados receptores de salvaguardar los derechos de los desplazados, lo cierto es que la actitud que los gobiernos suelen asumir, -entre ellos, el venezolano-, es contraria a dichas normas. La conducta más frecuente es la falta de reconocimiento de la condición de refugiados. Por todo esto, es necesario proponer ideas que coadyuven a garantizar los DDHH de los desplazados internacionales como refugiados, y a regularizar su estatus jurídico; con lo cual los Estados receptores salvarían su responsabilidad internacional, manteniendo el resguardo y defensa de su seguridad y soberanía. Este artículo aborda la señalada problemática y sus implicaciones para los países vecinos, especialmente Venezuela.
其他摘要：The crossing of the border by Colombian citizens into their neighboring countries is stimulated by the violent actions and violations of their Human Rights taken by irregular groups operating in their territory that force them to leave their security and environment. International displacements disintegrate entire families. Although international law is clear regarding the obligation of host states to safeguard the rights of these people, the truth is that the attitude the governments often assume, among them, the Venezuelan-is contrary to these rules. The most common attitude is the non-recognition of their refugee status. For these reasons, it is necessary to propose ideas to help guarantee the Human Rights of the refugees, and help regularize their legal status, thereby receiving States save their international responsibility, guard their national security and sovereignty. This article discusses the indicated problem and its implications for neighbouring countries, especially Venezuela.
