摘要：La Constitución de 1917 constituye un referente histórico indispensable para entender el desarrollo educativo del siglo XX y de estos inicios del siglo XXI . Puso las bases de la obliga - ción del Estado de ofrecer educación a toda la población del país. Tarea que no ha sido fácil de llevar a cabo por las vicisitudes por las que ha pasado la nación a lo largo del siglo XX . Sin embargo, el progreso en la alfabetización y la escolarización de la población ha sido una constante a pesar de las dificultades y las deficiencias del sistema escolar. Ello ha llevado a reformas sustanciales del artículo 3 constitucional para precisar cada vez más puntualmente cuál sería la orientación de la educación en el país: laica, gratuita, obligatoria, científica, racional, en alguna ocasión socialista, y hoy de calidad. La política educativa estatal se ha apoyado siempre en este artículo, reformándolo cuando ha sido necesario para estar acorde a las orientaciones político ideológicas del gobierno en turno, o de las condiciones inter - nacionales en cuanto a la difusión del conocimiento. La Constitución de 1917 ha sido un factor de unidad del país, independientemente de las adversidades y confrontaciones que ha tenido que superar.
其他摘要：The 1917 Constitution constitutes a historical reference indispensable to understand the educational development of the 20th century and these beginnings of the 21st century. He laid the foundations of the State obligation to provide education to the entire population of the country. Task that has not been easy to carry out because of the vicissitudes by which has passed the nation along the 20th. Century, however, progress in literacy and schooling of the population has been a constant, despite the difficulties and shortcomings of the school system. This has led to substantial reforms of the third constitutional article in order to increasingly search the reorientation of education towards the excelency: free, compulsory, scientific, rational, socialist ever, the look for it’s quality. State education policy has always supported this article, by reforming it when it has been necessary to be consistent with the political ideological guidelines of the incumbent Government, or international conditions in terms of the dissemination of knowledge. The Constitution of 1917 has been a factor of unity of the country, regardless of adversities and confrontations that has had to overcome.
