标题：El Estado-sistema frente a la cuestión indígena. Análisis de los modos de reconocimiento de derechos a la identidad huarpe, al agua y a tierras comunales en Mendoza (Argentina)
摘要：En un contexto de reconocimiento de comunidades indígenas en toda la República Argentina y por medio de un estudio etnográfico en el centro-oeste nacional, se analiza el quehacer cotidiano así como discursos y representaciones de funcionarios de dos instituciones estatales de la provincia de Mendoza. Una encargada de la gestión del agua y la otra del territorio departamental donde habitan comunidades indígena-huarpe. Los funcionarios de ambas instituciones conciben a dichas comunidades de forma diferencial. La primera desacredita su presencia actual y justifica a partir de discursos cientificistas el rechazo a enviar dotaciones de agua. La segunda reconoce sus derechos aunque limita su capacidad de acción colectiva a partir de diversas y contradictorias formas de interpelación identitaria. Se expone que a pesar de las diferencias, ambas adoptan formas fingidas de reconocer derechos de autonomía, de participación y de acceso a bienes naturales, camuflando intereses particulares y un cierto autoritarismo estatal.
其他摘要：In a context of acknowledgement of indigenous communities across the entire Argentinian Republic – and by means of an ethnographic study in the center-west of the nation – we analyze the daily work, as well as discourses and representations of the officers of two state institutions of the Mendoza province. One of these is in charge of water management and the other is in charge of the department territory that the Huarpe indigenous community inhabits. The officers of both institutions understand said communities in different ways. The first discredits their current presence and justifies with scientist discourses their refusal to send water provisions. The second acknowledges their rights, although it limits their capacity for collective action based on several contradicting forms of identity questioning. We present that, despite the differences, both adopt feigned forms to acknowledge rights related to autonomy, participation, and access to natural lands, covering private interests and some state authoritarianism.
