摘要：La presente investigación reflexiona desde una perspectiva crítica sobre las alianzas público-privadas como instrumento exitoso ante catástrofes socio-naturales en Chile, en las localidades de Constitución y Llico afectadas por el terremoto y maremoto de 2010. La evidencia recogida indicaría que, si bien las Alianzas Público Privadas (APP) han sido percibidas positivamente por la población como respuesta durante la emergencia, existe descontento por la aplicación de estos instrumentos en el modelo de reconstrucción post-desastre. Lo anterior se explicaría principalmente por los escasos canales de participación ciudadana en el diseño del proceso y la asimetría de poder entre privados y ciudadanía, ya que los primeros definieron los alcances de la reconstrucción en el territorio al parecer con el propósito de satisfacer sus intereses. Pese a los indicadores oficiales de eficiencia, las APP han generado importantes problemas y costos, que finalmente son asumidos por el Estado.
其他摘要：This research reflects from a critical perspective on the public-private alliances as a successful instrument in the face of socio-natural disasters in Chile, in the Constitución and Llico districts, which were affected by the earthquake and tsunami of 2010. The evidence collected would suggest that although the Public-Private Alliances (APP) as a response during the emergency have been positively perceived by the population, there is dissatisfaction regarding the application of these instruments in the post-disaster reconstruction model. The aforementioned could be explained mainly by the scarce citizen participation channels in the design of the process and the power asymmetry between the private and the citizens. The former defined the scope of the reconstruction in the territory, seemingly aiming to satisfy their interests. Despite the official efficiency indicators, the APP have brought important issues and costs which are finally assumed by the State.
