摘要：در این مقاله سه موضوع مستقل اما به هم پیوسته در زمینه توسعه مناطق دارای بشمه های آب معدنی و آبهای گرم از دیدگاه برنامه ریزی مطمح نظر قرار گرفته است: اولاً با اشاره به پیچیدگی های شرایط زندگی در دوران کنونی از یک طرف، و افزایش امید به زندگی از سوی دیگر نشان داده شده است که توسعه استراحتگاه هایی برای تمدد اعصاب، باز پروری جسمی، توانبخشی فکری و درمان طبیعی برخی از بیماریها، به عنوان یک ضرورت غیر قابل اجتناب باید در دستور کار سازمانهای مسئول تامین اجتماعی ، توانبخشی و اوقات فراغت مردم قرار گیرد و این سازمان ها نسبت به سرمایه گذاری های لازم برای تاسیسات زیربنایی و بهره وری مطلوب از این اماکن اقدام کنند. ثانیاً ضمن ارایه یک مدل ماتریسی، ملاحظات لازم برای تنظیم برنامه توسعه این گونه مناطق از جنبه های مختلف زمین شناسی، بهداشتی درمانی، زیست محیطی، اکولوژیکی و چشم انداز محیطی از یکسو و آثار زیانبار این توسعه بر چشمه ها، منابع معدنی، روابط فرهنگی، آسایش و آرامش زندگی محلی و ... از سوی دیگر با توجه به روابط متقابل آنها مورد بررسی قرار گرفته است. تکمیل این ماتریس توسط متخصصین، تصمیم گیری برای نحوه توسعه را تسهیل خواهد ساخت. ثالثاً ضمن بررسی نقش مردم بومی در تسریع توسعه پیش بینی شده برای اینگونه مناطق، راهبردهایی برای بهره گیری بهینه از این توان بالقوه تشریح شده است.
其他摘要：Our country is blessed with numerous natural thermal spas located throughout the country where a wide range of medical conditions, ailments and disorders can be treated due to the therapeutic properties and quality of the waters used. This article focuses on spa resorts as it is .experienced by tourists. The author has developed a table, based on the application of matrix evaluation techniques. The effort aims to support local and national authorities with a systematic and scientific basis for decision-making. This is exemplified through a Strategic Environmental Assessment of development planning. Also, this database provides a means to objectify present environmental conflicts. This contingency table is composed of physical, socio• economic and biological/ecosystems components.
