摘要：توسعه سیری است که متضمن بهبود مداوم همه ی عرصه های زندگی انسانی اعم از مادی ومعنوی میباشد و انسان میبایست در غایت توسعه به حیاتی متکی به توانایی های خود و فرهنگانسانی خویش به همراه گسترش دایره ی انتخاب مثبت دست یابد. توسعه از دو جهت تاریخی واهداف توسعه قابل بررسی است که در سیر خطی جبری اندیشه ی اسلامی آن را به چالشمی کشاند، ولی در سیر فرهنگی- آرمانی، توسعه اساساً یک فرایند منحصر به فردی است که ضمنبهره گیری از مخرج مشترک اصول عقلانی و ثابت توسعه با توجه به فرهنگ آن جامعه قابل بهرهبرداری و وصول میباشد.فرهنگ هویتی انسانی دارد و قوام آن به آگاهی عزم و اراده ی انسا نها وابسته می باشد.انسان هایی که کلیدی ترین عنصر در توسعهی یک جامعه هستند. لذا توسعه یافتگی، که یکتصمیم سیاسی و حکومتی است، نیاز به زمینه سازی های فرهنگی دارد. نگاه به انسان، جامعه، دین،زندگی و زمان میتواند عامل مهمی در تحلیل و تفسیر منطقی توسعه ی سیاسی از یک طرف و بقاءنهادینه شدن سیاست از طرف دیگر باشد.در این میان، فرهنگ سیاسی شیعه که پیوند منطقی وتعامل مثبت دیانت وسیاست را مد لحاظقرار میدهد معتقد است که میتوان با عناصر و مولفه های بنیادین عقلانیت، آزادی و اجتهاد پویاضمن حفظ مبانی و اصول دین مبین اسلام، کارآمدی و کارایی آن را در عرصه ی عام توسعه وخاص توسعه ی سیاسی ارتقا بخشید.
其他摘要：Development is a course ensuring constant improvements in all realms of human life, both material and spiritual, humans should, in ultimate development, achieve a life relying upon their abilities and human culture along with expansion of circle of positive options. Development could be discussed both historically and in terms of developmental goals and is challenged by the Islamic thought in a compulsory course, but in the cultural-ideal course, development is fundamentally a unique process which not only benefits from the common denominator of the rational, fixed principles of development, but may also be applied given the social culture. Culture is a human entity and its survival depends on humans' awareness, determination and will – the humans who are the key elements in a society. Therefore, achieving well-developed conditions, which is a political and governmental decision, needs cultural foundations. Viewing humans, society, religion, life and time can serve as an important factor in logical analysis and interpretation of political development on the one hand, and surviving institutionalization of politics on the other. Meanwhile, Shiite political culture which considers a logical link and positive interaction between religiosity and politics believes that using the fundamental elements and components of rationality, freedom, and dynamic endeavors, one could not only maintain the fundamentals and principles of Islam but also promote its efficiency in relation to development in general and political development in particular.
