摘要:In this article, a discussion about the Articulated Actions Plan (AAP), within the Brazilian federalism context, is proposed, as it is intended as a way to analyze whether the mentioned plan has eased the intergovernmental collaboration in the educational field, and whether this plan is in accordance with the federal government system. Bibliographic and documentary researches revealed that, although the AAP facilitated the interaction between the Brazilian Ministry of Education teams and local boards as well as the federal coordination, which is managed by the federal Government, it is not possible to say that the APP has been able to make intergovernmental cooperation in the educational field effective.
