摘要：Resumen: Las relaciones bilaterales entre Chile y Bolivia pueden ser abordadas desde diferentes teorías de las Relaciones Internacionales y en diferentes momentos históricos, dependiendo del enfoque utilizado. Nuestra apuesta es aproximarnos a la década de 1950, denominada por algunos autores chilenos como época dorada de las relaciones Chile-Bolivia. Sin embargo, a diferencia de estudios más clásicos, nuestro objetivo es revelar la disonancia que se da en la época entre las visiones de los poderes centrales, más ajustadas a lo que podría llamarse la teoría realista (racionalista) y los actores subnacionales transfronterizos, cuya visión, conjeturamos, podría acomodarse más a la llamada teoría reflectivista. Como herramienta de ayuda recurrimos a la noción de diplomacia como heterología, una noción que enfatiza en la convivencia pacífica con el otro, más allá de las diferencias consustanciales que separan a las sociedades. Pues en última instancia, dado el inevitable carácter transfronterizo, son esas regiones de ambos países las que pueden beneficiarse de las soluciones a los problemas o perjudicarse de las políticas de statu quo, emergidas ante una situación conflictiva, para nuestro caso, entre Chile y Bolivia.
其他摘要：Abstract: Bilateral relations between Bolivia and Chile could be analyzed using different theories of International Relations, and in various periods of time, depending on the approach one wish to use. Our main purpose is to study the 1950´s decade, called by some Chilean researchers the golden decade of the Bolivian and Chilean relations. However, in contrast with the most classical studies, our main objective is to reveal the difference between the central powers’ way of thinking, more attached to the realist (rationalist) theory, and the sub national actors’ way of thinking, which had, as we argue, an approach based on the reflectivist theory. We use the concept of Diplomacy as heterology as a tool to sustain our main point. This concept emphasizes the need for a peaceful coexistence with the other, way apart of the consubstantial differences that might apart the societies. In this case we refer to the cross-border regions of Bolivia and Chile, because those regions are the ones that could receive the benefits of an eventual solution of the problems, or the damage of a status quo policy emerged as a consequence of the historical conflict between the two countries.
