摘要：The renunciation of the Soviet economicsystem and a forced transition in the 1990sto market economy in Russia wasaccompanied by the destruction ofgovernment planning bodies, thecurtailment of the accumulated practicesof pre-planning works and long-rangeforecasting. The reformers were convincedthat market itself would choose optimalindustry development trends and determinetheir rational distribution throughout thecountry. They also claimed that marketmechanisms would promote a more efficientuse of labor resources, ensure their rapidtransfer to the location of priority industries.But forced implementation of free marketprinciples has not resulted in intendedprogress, but brought tremendous losses inmany areas of economic and social life ofthe country.
