摘要：The present paper briefly reviews the idea of steady state economy fromancienttimes to the present. It discusses some of the suggestions made byH. Daly in his model of a steady state economy and, in particular, the idea ofstable population. The paper suggests that the population must be stable at alevel that is compatiblewith ecological equilibrium, which is about three billionpeopleand can be achieved if every family is allowed to have fewer than twochildren. To ensure population is controlled this paper proposes the creation ofan internationalmarket for human reproduction rights.
