摘要：Purpose – The aim of the paper is to review present trends in measurements of safety andsecurity levels as a part of life quality of individual or social groups in the world especially in theEuropean Union and at the same time to check its applicability in the security evaluation of theterritorial districts in the Slovak Republic. The research focuses on definitions of basic terminologyand on evaluation of efficiency of the methodology for setting indicators of global and regional index ofcitizens´ safety in accordance with international experiences.Design/methodology/approach – Methods of multiple linear regressions are applie for furtherdata processing. Using partial analysis of selected global and regional security indices our main goal isto derive an easy applicable model for calculation of security potential of regions, cities andmunicipalities of the Slovak Republic based on generally accessible information. Existing informationsources of the Statistical Bureau of the Slovak Republic, the Ministry of Interior of the Slovak Republic,the Eurostat, the World Bank and other prestigious international institutions involved in the securitypolicy will serve as starting sourceFindings – The results of analysis and evaluations are compared with current status of safetymeasurements of territorial districts in the EU and in the Slovak Republic. The authors are using actualresearch results as a basis for research project draft and its brief description is a part of this paper.Research implications – The safety and security of individual or of social group is very oftenjudged just as life or health threat in connection with war conflicts, terrorism, organised crime,political or social persecution or natural disasters. Nevertheless such evaluation does not correspondwith present reality. There exist worldwide a wide range of scientific studies and public opinionresearches proofing that present understanding of human safety and security consists of severaldimensions. The human safety and security must be understood as a part of quality of life and besidesphysical threats it is important to monitor such aspects as health status, life certainties, material andcultural values, prosperity and other aspects. Current statistical and other exact methods enable toperform qualitative and quantitative measurements and evaluation of safety and security as abovedefined.Practical implications – Existence of measuring methods for safety of citizens can serve as avery important tool for comparative studies as well as for decision making process in situationsconnected with enterprise or investment allocation, as well as regional development tactics. Theknown methodology in such situations can help us in improvement of the current status of citizens´safety.
