其他摘要:In November 1994, 2.8 million Floridians voted to enact Amendment 31 and effectively eliminated the use of gill and other entangling nets within inshore state waters (Barnes 1995). Commonly referred to as the net ban, Amendment 3 affected thousands of commercial fishers across the state of Florida, who were forced to fish further offshore, invest in other fisheries, or abandon fishing altogether. The Interagency Task Force on the Net Fishing Ban estimated that the total cost of the ban was $55 million, and that it directly affected about 10,000 individuals (Wadlow 1995).
