Commonly referred to as the net ban, Amendment 3 affected thousands of commercial fishers across the state of Florida, who were forced to fish further offshore, invest in other fisheries, or abandon fishing altogether. The Interagency Task Force on the Net Fishing Ban estimated that the total cost of the ban was $55 million, and that it directly affected about 10,000 individuals (Wadlow 1995).
