摘要：A avaliação de políticas públicas é, por definição, pesquisa social aplicada: busca um equilíbrio entre o rigor metodológico e técnico de uma investigação social e o pragmatismo e flexibilidade necessários a um instrumento de apoio ao processo decisório. As funções de governo (saúde, educação, segurança, gestão, meio ambiente, saneamento, habitação etc.) são exemplos de operacionalizações de políticas públicas. Esta investigação teve por objetivo avaliar o desempenho da execução orçamentária por funções de governo dos Estados e do Distrito Federal, no ano de 2013, com a utilização da Análise de Componentes Principais (ACP), a fim de elaborar um índice e estabelecer o ranking de desempenho. A eficiência administrativa é o critério utilizado para avaliar o desempenho dos Estados e do Distrito Federal. Foi utilizado o método de pesquisa empírico-analítico (arquivo/empirista - banco de dados). Os dados sobre as funções de governo foram extraídos do sítio eletrônico da Secretaria do Tesouro Nacional (STN). Na avaliação foram incluídas vinte e seis funções de governo como variáveis da execução orçamentária. Os resultados revelaram com base no Índice de Desempenho Geral (IGD), criado pela Análise de Componentes Principais (ACP) que o Estado do Acre, o Distrito Federal e o Amapá obtiveram as primeiras posições no ranking de desempenho da execução orçamentária por funções de governo no ano de 2013. Os estados do Ceará, Rio Grande do Sul e Maranhão apresentaram os piores desempenhos. As funções saúde, energia, administração, judiciária, previdência social, organização agrária, desporto e lazer e gestão ambiental foram consideradas as principais variáveis. The goal of this investigation is to assess the performance of the budgetary execution per government functions of the States and the Federal District, in 2013, with the use of the Principal Component Analysis (PCA), in order to develop an index and establish a performance ranking. The administrative efficiency is the criterion used to assess the performance of the States and the Federal District. The empirical-analytical (archival/empiricist – database) research method was used. The data about the government functions were extracted from the website of the National Treasury Bureau (STN). Twenty-six government functions, as variables of the budgetary execution, were included in the assessment. The results revealed, based on the General Performance Index (IGD) created by the Principal Component Analysis (PCA), that the State of Acre, the Federal District and the Amapá obtained the first positions in the performance ranking of the budgetary execution per government functions in 2013. The States of Ceará, Rio Grande do Sul and Maranhão exhibited the worst performances.
