摘要:AB S T ARC T T he development of Human Resources to support the organization of Sacred Monkey Forest Management (Mandala Suci Wenara Wana) is not directly proportional to the development of Natural Resources like the Sacred Monkey Forest Sanctuary itself. On the other hand, only acceptable human resources are local people in the village only in accordance with the policies implemented in Desa Pakraman Padangtegal itself. Based on that policy, the Sacred Monkey Forest Management is experiencing of the human resources crisis to support the management itself. So that both the village and management create an empowerment program of human resources to teach and improve the ability of the community to be accepted to work in the village owned business units, especially Sacred Monkey Forest Management. The purpose of this research is to evaluate the efforts made by the Sacred Monkey Forest Management and Desa Pakraman Padangtegal in empowering their Human Resources through the empowerment programs they carry out. The problems from the Human Resources empowerment programs will be analyzed analyzed through the Bridgman & Davis Public Policy Evaluation theory which refers to the four indicators of input, process, output and outcome of the empowerment program. The findings based on these indicators that the cause of the human resource crisis that occurred until now caused by the lack of interest and enthusiasm of the local community from Desa Pakraman Padangtegal to follow the programs that has been held caused the lack of qualified Human Resources to work in the village owned business units or Management Sacred Monkey Forest itself besides indeed because of policies that have been implemented by the village since the beginning.
