摘要：Criado em Julho de 1974, como serviço público vocacionado para apoiar as iniciativas dos moradores insolventes ou de fracos recursos nas zonas de habitação degradada, o SAAL – Serviço de Apoio Ambulatório Local integrava, de acordo com o despacho fundador, princípios inovadores de política de habitação popular, que orientaram a sua intervenção: a participação activa e organizada dos moradores pobres na resolução dos seus problemas de alojamento e a apropriação de espaços urbanos valiosos pelas camadas populares que aí se radicavam «sob forma marginal». No processo revolucionário, com a extensão das operações SAAL, em articulação com o forte movimento de moradores, esses princípios assumiram um cunho ideológico de transformação social, identificando-se com a defesa do «poder popular» e do «direito à cidade». A partir da experiência do SAAL/Norte, pretende-se reflectir sobre as condições que marcaram a evolução desse processo de intervenção urbana no contexto da revolução portuguesa, entre 1974 e 1976.
其他摘要：The SAAL – Serviço de Apoio Ambulatório Local was created in July 1974 as a public service to support the initiatives of the insolvent or financially challenged inhabitants of areas of degraded housing. In accordance with the governmental decree which founded it the SAAL integrated innovative principles of popular housing policy which guided its action: the active and organized participation of poor residents in resolving their housing problems and the appropriation of valuable urban spaces by the lower social classes which were ‘marginally’ resident there. In the framework of the revolutionary process, with the extension of operations SAAL, in conjunction with the strong movement of residents, these principles were given an ideological slant of social transformation, identified with the defense of ‘popular power’ and the ‘right to the city’. Taking as a starting point the experience of the SAAL/North, we aim to reflect on the conditions that have marked the evolution of this urban intervention process within the context of the Portuguese Revolution, between 1974 and 1976.
