摘要：In a parliamentary system most legislation is introduced by the Government. There are opportunities for private members to sponsor bills but many obstacles stand in the way. Great perseverance and energy are required by a private member who hopes to see his or her legislation enshrined in law. This article examines the work of one Members attempt to make the installation of residential fire sprinkler systems mandatory in newly constructed homes.
