The authors chose to analyze aspectsof the related legislation, as it represents afundamental element needed for the developmentof active citizenship. This article is the result of alarger on-going research on the phenomena ofpublic participation and policy dialogue that aimsto provide a more accurate understanding ofactive citizenship mechanisms and to investigatethe existence of a deliberative conscience at thelevel of the Romanian society.
